Startdateien der Prozessbibliothek (Projektwissen #9)

- README.md: was hier liegt, wie man ein Modell holt, Verweis auf die
  Regeln in Projektwissen (docs/leitfaden/08_prozessbibliothek.md, ADR 0004).
- AGENTS.md, CLAUDE.md: Anweisungen für KI-Agenten nach der Vorlage
  docs/vorlagen/AGENTS.repo.md aus Projektwissen.
- .gitattributes: LF-Zeilenenden wie in Projektwissen.
- .claude/settings.json: dieselben Git-Sperren wie in Projektwissen
  (kein push, merge, rebase, tag).
- Geprüft aus Projektwissen: pruefe_prozesse.py 0 Befunde, pytest grün.
